"Early Childhood Intervention"(ECI) is a preventive professional service for children at risk. 1,3 mil. children (age 0-3) are affected either by disability or social disadvantage or migration. To prevent further disability or disadvantage early developmental stimulation services have been established in most of EU27 during the last 2 decades.

However, the professional access in EU27 is very heterogeneous (EQF levels 4-6 like nurses, social workers, psychologists, pedagogues, MDs). In most of PRECIOUS-transfer countries (DE, UK, TR, HU, SK) no specific comparable training or standards are observed.

Needs in the target countries are analysed by official studies and lead to approved political strategies. In HU OECD (2004) and the "operativ program" (2007-2013), in TR “Turkish disability survey (2002) and the 2006 "Preparatory survey", in UK: The “Every Child Matters” and Children Act (2004) and in DE the analysis of "Bundesvereinigung Frühförderung" provide evidence for the lack of systematized trainings, especially in VET after basic training. Also a lack of concrete training material is reported in new member states.

EBIFF products, to be transferred (www.ebiff.org), represent a common EU approach by

  1. a European Curriculum for ECI (120 ECTS)
  2. a European professional profile and
  3. an Online-Assessment Instrument to assess individual training portfolios in ECI  

Within PRECIOUS this scientifically approved curriculum is

  1. nationally transferred to countries without specific training systems (HU, TR, UK, DE, SK)
  2. adapted to national needs (linguistically and ODL-based content adaptation)
  3. piloted (online-assessment,  curriculum usability and training for online resources)
  4. and evaluated in terms of mainstream transferability

Concrete outcomes – supported by developers of EBIFF (AT, BE, LT, ES) in terms of best practice are:

  1. a comparable EQF-level 5-6 training-framework for DE, TR, HU, UK, SK
  2. an online resource pool which also to be used by other EU27 countries

The partnership - including Ministries as strategic partners - covers in terms of EU27 dissemination more than 1000 institutions.;

Tangible outcome:

  • bases to implement Training courses (full time, and part-time in UK, DE, HU, TR, SK) on master level or comparable VET
  • an online-resource pool for EU27

Intangible outcome: Increase of quality by common resources, skill-exchange and standards.
